Yes. You do not need a specification or wireframes. The first step is clarifying the audience, the problem, and the smallest useful release.

That depends on where and how people need to use it. We will explain the tradeoffs and recommend the simpler option when it can solve the problem well.

You keep the source code, accounts, domain, and data. The handover is documented so another engineer can continue the work if you choose.

The cost depends on the product flow, integrations, account system, payments, and platform requirements. After scoping, you receive an estimate before development begins.
